Free puffy felt/fleece Photoshop action and/or tutorial?

I want to make it look like a graphic is sewn onto a shirt and I want it to be puffy felt/fleece and I am working in Photoshop. I prefer for it to be free as I have found many online that we have to buy. I don't want to buy it because I am using it just this once. create silhouette of image, apply choice of color, duplicate layer apply paper or chalk pattern overlay or bump-map emboss,


with selection add bevel a few pixels, or use stitch line to add bevel,


make selection of image, shrink selection a few pixels, create new layer, make selection into path and convert path to stroke of dotted for sewing stitch appearance,
